Promoting Recovery for Adults with Behavioral Health Needs under Criminal Justice Supervision

The challenge posed by diverse groups of individuals with behavioral health needs in the criminal justice system is a problem for practitioners and policymakers. Research shows that the majority of individuals under criminal justice supervision have mental health disorders, substance use disorders, or both. People with behavioral health needs (mental illnesses and/or substance use disorders) do relatively poorly under correctional supervision, tend to stay incarcerated longer, and after return to the community, are significantly more likely to have their community supervision suspended or revoked. Both corrections and behavioral health officials regularly confront the question of how to maximize available resources to improve public safety and promote the health of justice-involved persons with behavioral disorders. This session will discuss the ‘Risk-Need-Responsivity’ model and ‘what works’ in behavioral health and criminal justice and present a system level approach to prioritize and address the behavioral health and criminal justice supervision needs of adults in the criminal justice system.
